The contract awarded to Metson Marine Services Inc. by the NAVSUP Fleet Logistics Center Pearl Harbor originally provided maintenance, operations, and logistics support for Commander, Navy Region Hawaii’s port operations at Joint Base Pearl Harbor Hickam. Awarded on August 27, 2013, as a firm-fixed price contract under a small business set-aside, it requires the contractor to maintain vessels and associated equipment essential for port functionality. Specifically, reimbursable supplies and services under contract line items (CLINs) 1003-4003 and 1004-4004 cover commercial tools, equipment, consumables, and operating supplies necessary for vessel upkeep and repairs. These CLINs were initially established with static not-to-exceed (NTE) amounts of $1.5 million for the base and option periods, which were factored into the pricing proposals without affecting price analysis or award outcomes. The planned out-of-scope modification intends to increase the NTE limits on these two CLINs to better align with operational demands, reflecting the variable but essential nature of required supplies and services to maintain asset operability. This modification will be executed using the statutory authority allowing sole-source procurement under 10 U.S.C. 2304(c)(1), as no other providers can meet the specific government needs. Although this is not a solicitation for competition, interested parties may submit capability statements by the specified deadline for the government’s consideration. The contractor is tasked with ensuring an adequate supply of consumables and spare parts to support CNRH’s vessels, fulfilling its role in sustaining maritime readiness within the region.

All reimbursable supplies and services are procured on an as needed basis in order to maintain the operability of CNRH’s vessels using CLIN’s 1003-4003 and 1004-4004. The required supplies and services vary but are typical of commercial tools, equipment, and operating supplies when engaged in performing maintenance and repairs on vessels, trailers and equipment. No other CLINs are used to procure such items and services. In accordance with the terms and conditions of the contract, the contractor is required to procure and manage an adequate amount of consumables and spare parts to maintain operability of the CNRH’s vessels. The NTE amounts were established as static dollar values during the acquisition planning and solicitation phases of the contract. Offerors were required to use the Government provided $1.5 million NTE amounts in their price proposals for the base and all option years of CLINs 0003 and 0004 and all corresponding option years.
