Portable Cryogenic Storage Tank

The Department of National Defence is soliciting bids for four specialized cryogenic storage and transport containers to be delivered to 25 CFSD Montreal no later than 31 March 2027. The items include two 20-foot ISO tank containers for liquid oxygen (LOX), one for liquid nitrogen (LIN), and one mobile storage tank each for LOX and LIN, all with specified part numbers and NCAGE codes. Bidders must Supply new material from the original manufacturer or an accredited agent, conforming to the latest drawings and specifications in effect at bid closing. Equivalent or substitute products are permitted only if the bidder provides the brand name, model, part number, NCAGE, and full technical documentation demonstrating equivalent form, fit, and function. All items must be packaged individually as per Canadian Forces specification D-LM-008-036/SF-000 or minimum DOT standards, and marked according to D2000C, D2001C, and D2025C requirements. Shipping instructions must be coordinated with the DND Integrated Logistics Coordination Centre, including detailed packaging, weight, dimensions, and dangerous goods certifications, and goods cannot be shipped until authorized. The contract is awarded on a lowest overall evaluated price basis, with technical compliance and full adherence to solicitation requirements serving as mandatory pass/fail gates. Any bid missing mandatory technical or documentation criteria will be rejected regardless of price. In the event of tied lowest bids, award prioritizes earliest delivery date, earliest bid receipt time, and overall bidder performance including after-sales service. Payments will be made via direct deposit, EDI, or wire transfer under a firm price arrangement, with invoicing required only after full delivery and completion, sent to the specified billing address and email. The offeror must submit a three-part bid—technical, financial, and attestations—with pricing contained exclusively in the financial section. Electronic submission via Connexion Postel is strongly encouraged, with a 1 GB per message and 20 GB total limit. All bids must include required attestations related to the Integrity Regime, Employment Equity (if applicable), and ongoing compliance with all submitted declarations, with non-compliance constituting contractor default. The contract incorporates General Conditions - Goods (Medium Complexity) and Defence Contract clauses, and requires quality assurance under ISO 9001:2015 with code Q for all contractors. While airworthiness certifications are referenced, they are not required for these standard commercial cryogenic containers.
