Solicitation AG-9A63-S-13-0147 is a request for quotation issued by the Tahoe National Forest for the procurement of one portable restroom building. This acquisition is a total small business set-aside under NAICS code 332312. The required facility must feature two separate restroom units, be ADA compliant, and be finished in pumice or tan to blend with the environment. Technical specifications include a minimum 400-gallon waste storage vault, a 300-gallon water storage tank for a flush system, and a solar power system to support interior lighting and mechanized equipment. To withstand a highly saline and alkali environment, the unit must utilize rust-resistant aluminum or stainless steel for doors and accessories. The facility must be delivered fully operational to Navy Beach in the Inyo National Forest, Lee Vining, California. A critical requirement is that the building be movable to accommodate fluctuating lake levels, preferably via a removable tow system compatible with a standard pickup truck, and must be sited without disturbing the soil. Proposals were due by May 28, 2013, and the procurement follows the terms and conditions for commercial items as outlined in the Federal Acquisition Regulation.
