Portsmouth Seacoast Greenway Trailheads Design and Engineering

The City of Portsmouth Department of Public Works is soliciting proposals under solicitation 01-27-RFP for engineering and design services to develop two trailhead facilities on city-owned land at 445 Borthwick Avenue and 850 Banfield Road. These facilities will provide public access to the New Hampshire Seacoast Greenway and are expected to include paved parking areas, concrete pads and enclosures for portable restrooms, bicycle racks, trailhead kiosks, wayfinding signage, landscaping, and seating areas. The scope of work also encompasses addressing drainage and utility impacts. Proposals must be submitted electronically via the City's e-Procurement Portal by September 21, 2026. The project is funded by 850,000 dollars in Congressional Directed Spending through the U.S. Department of Housing and Urban Development (HUD). Consequently, the selected contractor must strictly adhere to all HUD grant requirements, including specific standards for procurement, reporting, documentation, and labor compliance. The contract term is for one year with the possibility of extensions upon mutual agreement. Key administrative requirements include obtaining necessary security clearances prior to execution, maintaining comprehensive insurance and indemnification, and complying with nondiscrimination policies and all applicable federal, state, and local laws.
