Portuguese Civilian Employee Insurance Coverage

The contractor is required to provide comprehensive insurance coverage for Portuguese civilian employees of United States Forces Azores at Lajes Field, Terceira, in compliance with Portuguese law. This coverage must encompass job-related accidents, injuries, unexpected illnesses, and incidents occurring during Temporary Duty assignments, with total liability transferred from the U.S. Government to the contractor. Offerors must hold a valid certification from the Autoridade de Supervisão de Seguros e Fundos de Pensões (ASF), and failure to submit this certification results in immediate rejection. The contract is structured as a Firm-Fixed-Price arrangement with a base period running from 1 October 2026 to 31 January 2027, followed by four optional one-year periods extending through 31 January 2031, with a potential six-month extension calculated at 50% of Option Period Four’s price. All proposals must be submitted by 10:00 AM local time on 12 August 2026 and organized into three parts: ASF certification and introduction letter; a detailed Quality Control Plan addressing ASF/ISO standards, organizational structure, qualified personnel, compliance with Portuguese law for primary and TDY locations, multi-channel complaint resolution, reporting frequencies, and GDPR-compliant handling of medical and personnel data; and a price proposal in Euros, rounded to two decimal places, covering all CLINs including base and options. The evaluation process is sequential and non-negotiable, with technical capability assessed as pass/fail based on the Quality Control Plan, and award determined solely on price among technically acceptable offers. Only those offering an acceptable QCP will proceed to price evaluation, where the Total Evaluated Price includes the base period, four options, and the potential six-month extension. Contractors must utilize Wide Area WorkFlow for all payment requests, with specified DoDAACs and contact information for processing, and submit monthly incident reports by the 10th of each month, detailing employee names, badge numbers, work sections, dates and nature of mishaps, lost duty days, and current status. The contractor must maintain a primary and alternate contract manager, ensure language proficiency in required languages, and comply with all applicable FAR and DFARS clauses, including those governing subcontracting, cyber security, telecommunications restrictions, whistleblower protections, and essential service continuity.
