The Naval Air Systems Command plans to award a sole source Indefinite Delivery Indefinite Quantity contract to The Boeing Company for Post Production Support services of the T/AV-8B Harrier aircraft, which is expected to remain operational until Fiscal Year 2028. Boeing will provide engineering and integrated logistics support to sustain the aircraft’s configuration management, analyze supply and lifecycle logistics, conduct technical investigations, and maintain key programs such as system safety and configuration management. Additionally, Boeing will update and maintain technical documentation and support Government Furnished Equipment, ensuring the continued operability and readiness of the Harrier fleet through the aircraft’s service life. This contract, with an anticipated five-year period of performance starting in early Fiscal Year 2024, follows a prior sole source agreement awarded from FY2019 to FY2023. Given Boeing’s unique position as the original system designer, developer, integrator, and manufacturer of the T/AV-8B, no other suppliers are capable of fulfilling these requirements, justifying the sole source acquisition under federal regulations. The contract will encompass studies and analyses necessary to maintain the airframe and subsystems, and while this is not a commercial purchase subject to FAR Part 12, the government remains open to receiving capability information from other parties solely to evaluate possible competition, though there is no commitment to compete or make an award beyond this sole source approach.
