Post Wide Fire Systems Inspection, Testing and Repair Grease Ducts, Hoods Cleaning and Fire Suppression

The contractor is required to perform comprehensive fire systems inspection, testing, repair, and grease duct and hood cleaning services across Fort Jackson, South Carolina, under a Fixed Firm Price contract with a one-year base period and four optional one-year extension periods. All work must be performed in strict compliance with NFPA 96, UFC 3-601-02, and other applicable federal, state, and local fire codes, utilizing only contract-furnished personnel, equipment, materials, and supervision, except for government-furnished property. The contractor must ensure that all fire alarm, water-based, special agent, and suppression systems are maintained in full operational readiness, with inspection and testing reports submitted electronically every week by Monday noon, along with certification documents for grease duct cleaning and detailed records for any repairs or replacements. Technicians must hold current NICET certifications at specified levels, including Fire Protection Systems Level IV and Water-Based Systems Level III, and maintain factory training on multiple fire system brands. All contractor personnel are subject to mandatory training requirements, including AT Level I, iWATCH, and OPSEC Level I, within strict timeframes after award, along with passing a local background check. The contract enforces stringent quality control through a Quality Control Plan submitted within 30 days of award, and performance is monitored using a color-coded tagging system to indicate system status—Green, Yellow, Orange, or Red—based on severity of deficiencies. Noncritical, critical, and impairment-level defects must be reported and corrected according to defined thresholds, with repairs under $500 handled by the contractor and any larger repairs requiring government approval. The contractor must ensure all documentation is submitted in Microsoft Office or Adobe-compatible formats, prohibit handwritten records, and comply with MIL-STD-129 for marking and barcoding of government equipment. Organizational conflicts of interest must be disclosed immediately, and the contractor must designate a contract manager and alternate available during business hours to manage all aspects of performance.
