It is being issued as a competitive 8(a) set-aside under NAICS code 238160, with a size standard of $19 million. The procurement aims to establish a single award, firm-fixed-price, indefinite delivery, requirements-type construction contract with an initial five-year base period and a six-month extension option, totaling potentially up to six years of performance. The scope includes detailed work on diverse roofing systems such as asbestos removal, asphalt, built-up, modified bitumen, and IRMA roofing, with pricing schedules and technical requirements outlined in bid sheets and specifications. The solicitation process includes a mandatory site visit, multiple amendments updating proposal deadlines, scope clarifications, wage determinations, and evaluation criteria. Past performance is evaluated for relevance and confidence, while price is reviewed for reasonableness against estimates and other bids. Offerors must submit organized proposals in four volumes—technical, past performance, price, and certifications—adhering to strict formatting, page limits, and submission procedures via DOD SAFE. The contract also incorporates specific clauses related to safety, Buy American compliance, and labor standards, with detailed requirements for key personnel qualifications, safety protocols, and quality control measures.
