The contract involves providing professional services to support FEMA’s Public Assistance (PA) grant program, which aids State, Tribal, and local governments as well as certain Private Nonprofit organizations in responding to and recovering from major federally declared disasters. The PA program focuses on supplemental federal grant assistance for debris removal, emergency protective measures, and the repair or replacement of disaster-damaged public facilities and eligible nonprofit structures. It also includes funding to help protect these facilities against future hazards through mitigation efforts. FEMA plans to award multiple contracts across three geographic zones to provide surge capacity in disaster operations, including project formulation coordination, customer service for sub-grant recipients, and inspecting disaster-related damages. The required professional skills span project and construction management, construction inspection, and a range of engineering disciplines such as structural, electrical, mechanical, geotechnical, architectural, civil, and hydrological engineering. In addition to regional contracts, FEMA intends to award a national contract to offer technical review services of subgrant activities. This will include developing scopes of work and cost estimates, analyzing architectural and engineering reports, reviewing blueprints, and examining related codes, standards, and expenditure reports. Commercial property insurance experts will also be involved to help ensure grant funding does not duplicate benefits provided by insurance coverage. The solicitation, originally posted in 2016 as a sources-sought notice, aims to build a robust contractual framework to efficiently support the PA grant program’s disaster response and recovery functions across multiple regions and at a national level.

The Federal Emergency Management Agency (FEMA) requires professional services to provide surge capacity to support the implementation of the Public Assistance (PA) grant program. FEMA's Public Assistance (PA) grant program provides assistance to State, Tribal and local governments, and certain types of Private Nonprofit organizations so that communities can quickly respond to and recover from major disasters or emergencies declared by the President. Through the PA Program, FEMA provides supplemental Federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain Private Non-Profit (PNP) organizations. The PA Program also encourages protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process. Under an overarching contract, FEMA intends to make multiple awards based on geographic zones to support disaster operations in each one of three (3) geographic zones. The work activities will include coordinating project formulation, providing professional customer service via direct communication with sub-grant recipients, and inspecting disaster related damages. The general types of professional skills necessary include project management, construction management, construction inspection, and engineering (structural, electrical, mechanical, geotechnical, architectural, civil, and hydrological). Additionally, FEMA intends to award one (1) national contract to provide technical subgrant review services. The work activities will include development of scopes of work and associated cost estimates, review and analysis of professional architectural/engineering reports and blueprints that may include scopes of work and related codes and standards, cost estimates, and expenditure reports. The type of professional expertise necessary is engineering (structural, electrical, mechanical, geotechnical, architectural, civil, and hydrological). In addition, commercial property insurance professionals will support in the review of grants to ensure there is no duplication of benefits in grant funding that is provided by insurance coverage.
