Power Distributing Console

DLA Land-Warren has issued a sole-source solicitation, SPRDL1-23-R-0004, for the procurement of 100 Power Distributing Consoles, NSN 6110-01-698-8022, with a firm fixed price contract and a 100% option quantity, awarded exclusively to Control Solutions LLC (CAGE 4B8D1). The contract requires strict adherence to a Government-provided Technical Data Package, with all manufacturing and delivery governed by MIL-STD-1916 for acceptance, where major characteristics are subject to Verification Level IV and minor characteristics to Level II, alongside compliance with ISO 9001:2015 or an equivalent quality management system. Delivery must occur within 154 days of contract award, with FOB Destination terms applying, obligating the contractor to deliver to the designated destination and provide evidence of shipment. Packaging and marking must conform to MIL-STD-2073-1 and MIL-STD-129 Revision R, requiring military-level preservation, B-level packing, unitization of shipments over 50 cubic feet on 40 x 48 inch pallets, and proper labeling including bar codes and Military Shipment Labels, while sensitive materials must not reveal their nature. All non-manufactured wood packaging must be heat-treated to ISPM 15 standards with HT or DH markings certified by an ALSC-accredited agency. Unique Item Identifier (UII) and passive RFID tagging requirements are contingent upon specific DFARS clauses, and the contractor must verify their inclusion. The contract mandates the use of Wide Area WorkFlow (WAWF) for invoicing, and all offers must be submitted electronically via email to the designated Contracting Specialist by September 12, 2025, 5:00 p.m. EST, with cost data required in Excel format. The solicitation includes multiple FAR and DFARS clauses pertaining to cybersecurity, including NIST SP 800-171 compliance and cyber incident reporting, as well as prohibitions on sourcing from covered entities such as Kaspersky Lab and Huawei/ZTE, restrictions on inverted domestic corporations, and bans on hexavalent chromium. The Government will conduct inspection and acceptance at the contractor’s origin facility, requiring comprehensive documentation including Certificates of Conformance and supply chain traceability.
