AI Contract Overview
This contract, issued by the Defense Logistics Agency under solicitation SPE7L7-26-Q-2171, requires the procurement of one unit of a Schneider Electric IT Corporation SMT1500RM2UCUS uninterruptible power supply containing a sealed lead-acid battery Type I, with a non-extendable shelf life of 12 months. The item is designated as a critical application item and must comply with stringent technical, quality, and packaging standards. All technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, referenced by R or I numbers, and must be adhered to as of the solicitation issue date. The product must be inspected and accepted at origin, with sampling conducted under MIL-STD-1916, ASQ H1331 Table 1, or an equivalent zero-based sampling plan; critical, major, and minor attributes are to be verified at levels VII, IV, and II respectively, or with AQLs of 0.1, 1.0, and 4.0, while unspecified attributes are treated as major. The manufacturer may choose attribute or variable inspection methods under MIL-STD-1916, but acceptance always requires zero non-conformances if using MIL-STD-105/ASQ Z1.4 for lot sizing. Packaging must conform to MIL-STD-2073-1E with Pack Code U and QUP 001, and marking must follow MIL-STD-129 with Special Marking Code 32 indicating Type I, shelf life status; palletization must meet DLA’s RP001 requirements. Hazardous material handling is governed by IP025 and FED STD 313D, requiring MSDS and HAZDEC certification, and mercury or mercury-containing compounds are strictly prohibited except in functional applications such as batteries, fluorescent lighting, or specified instruments, with those items requiring shock-proof containment and a secondary boundary per NAVSEA 5100-003D. The contract mandates Firm Fixed Price terms with no variance in quantity, delivery within 60 days after order date, and FOB origin terms. Payment is to be processed electronically via Wide Area Workflow, and the contractor must comply with extensive cybersecurity, supply chain integrity, and export control regulations including DFARS 252.204-7012, 252.204-70
