This contract pertains to the repair of POWER SUPPLY units under solicitation N0010425QYH01, issued by the Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania. The requirement is issued under Emergency Acquisition Flexibilities and is designated as a rated order under the Defense Priorities and Allocations System, with priority for national defense use. Contractors must be authorized distributors of the original equipment manufacturer, with proof of authorization submitted as a signed letter on OEM letterhead. All repairs must meet specified technical standards using approved manuals and drawings, and the final product must be marked in accordance with MIL-STD-130 Rev N. The contractor is responsible for full inspection and testing in compliance with original manufacturer specifications and must maintain records for 365 days after delivery. Delivery timelines are strictly enforced: contractors have 90 days after receipt of carcasses to complete teardown and evaluation and submit a firm-fixed-price quote, and once awarded, all repaired units must be inspected and accepted by the Government within a 90-day repair turn-around time. Failure to meet this timeline incurs per-unit price reductions and may trigger default termination rights. The contract includes a one-year warranty from date of delivery and mandates adherence to MIL-STD-2073 packaging standards. The solicitation allows for an optional quantity increase to be exercised within 365 days of contract award, with pricing for this option required at submission and evaluated as part of the aggregate total bid. All contractual documents are considered officially issued upon electronic transmission, requiring contractor acceptance for bilateral agreement. Contractors must provide detailed cost breakdowns including teardown and evaluation rates, repair turnaround time, throughput constraints, and induction expiration dates, along with estimated new part costs and any exceptions to requirements such as packaging, labeling, or inspection locations. Cybersecurity certification requirements and security prohibitions under recent DoD deviations apply. The offer must reference applicable Cage Code 12868 and reference number 94079-7, and any design or part number changes require prior written government approval using defined code classifications. All documents provided by the Navy are subject to distribution statements limiting dissemination, and access to controlled materials requires formal certification. The response deadline is August 24, 2026.

Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned. Sampling in quality conformance does not authorize submission of known defective material, either indicated or actual, not does it commit the Government to acceptance of defective material. 4.3 Records - Records of all inspection work by the Contractor shall be kept complete and available to the Government during the performance of contract/purchase order and for a period of 365 calendar days after final delivery of supplies. 4.4 Inspection/Testing Repaired Items - The Contractor shall perform all inspection and testing requirements as specified in the original manufacturer's specifications and drawings. 5.
