AI Contract Overview
This contract is an indefinite-delivery contract issued by the Department of Defense’s Strategic Acquisition Program Directorate under solicitation number SPE7LX-26-U-8863 for the procurement of two power supply units identified by NSN 6130015910869. The contract is structured as a unilateral indefinite-delivery contract, meaning the quantity listed—two units—is an estimate and not a firm purchase commitment; actual orders will be issued through delivery orders, with the total contract value capped at $350,000. Delivery is required FOB origin within 176 days of the delivery order, with inspection and acceptance occurring at the destination. Packaging and marking must adhere to MIL-STD-129 and ASTM D3951, with DLA’s Master List of Technical and Quality Requirements taking precedence, and palletization must comply with RP001. The supply is subject to stringent cybersecurity requirements, including CMMC Level 2 self-assessment and compliance with DFARS 252.204-7012 for safeguarding covered defense information, along with mandatory adherence to FAR and DFARS clauses governing information security, whistleblower protections, employment verification, trafficking in persons, and sustainable sourcing. The contract imposes critical technical and safety controls: mercury or mercury-containing compounds are prohibited unless explicitly exempted for functional use in batteries, lighting, sensors, weapon systems, or naval-specified chemical reagents, with portable mercury-containing items requiring shockproof construction and secondary containment as per NAVSEA 5100-003D. Inspection and quality assurance follow MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required unless otherwise specified, with sampling plans prioritizing attribute inspection. Barcoding and labeling must conform to MIL-STD-129, including U/I and QUP data. Invoicing must be submitted exclusively through WAWF, and contractors must maintain active SAM registration. The solicitation does not specify unit pricing, technical specifications for the power supply, or detailed performance criteria, as Section C is absent; instead, compliance with referenced standards and regulatory clauses forms the basis of contract fulfillment. Offerors must affirm regulatory representations including size status, UEI, and CAGE code eligibility, and must ensure all cybersecurity and reporting obligations are implemented prior to award, with the DLA’s master requirements overriding any conflicting industry standards.
