61--CABLE ASSEMBLY SET,
Solicitation # N0010426QEA80
The contract pertains to the procurement of 60 units of a cable assembly set identified by NSN 1H-6150-015078604-X3 and TDP VER 003, to be delivered to two designated DLA distribution points in New Cumberland, Pennsylvania, and Tracy, California. The Government has determined that the data necessary to procure or repair this part from alternate sources is not owned by the Government and cannot be acquired through purchase, development, or other means, and reverse engineering is deemed uneconomical. As a result, the procurement is being conducted as a sole source action under FAR 6.302-1, with no requirement for competitive bidding. While the notice does not solicit competitive proposals, any responsible source may submit interest, capability statements, or proposals within 45 days of the notice date, or 30 days if under an existing Basic Ordering Agreement. Award is contingent upon the offeror, product, or manufacturer meeting all qualification requirements at the time of award, as outlined in FAR clause 52.209-1, and the Government retains full discretion to determine whether competition is warranted based on incoming responses. Market research indicates that commercial item acquisition policies under FAR Part 12 do not apply to this requirement, though interested parties may still propose commercial alternatives within 15 days of the notice. Further details regarding qualification criteria are available through the contracting office identified in the solicitation.

The requirement is governed by multiple military and federal specifications including MIL-STD-129 for marking, MIL-STD-973 for configuration control, and NAVSEA S9320-AM-PRO-020/MLDG which mandates vendor certification for the molding, inspection, and testing of submarine outboard cable assemblies. Each delivered cable must be accompanied by a Test Inspection Report and must adhere strictly to designated drawing revisions, with any deviations or engineering changes requiring explicit written approval from the Contracting Officer. The contract is classified as a rated order under the Defense Priorities and Allocations System and is issued under Emergency Acquisition Flexibilities, necessitating bilateral acceptance by the contractor prior to execution. 61--TRANSFORMER,POWER, IN REPAIR/MODIFICATION OF
Solicitation # N0038326QHA68
The contract involves the procurement of three units of a power transformer intended for repair or modification, identified by NSN 7R-6120-014521359-KB, with delivery terms set at FOB origin. The Government has determined that this item is flight critical and that the available technical data does not support full and open competition, necessitating sole-source acquisition under FAR 6.302-1. Only previously approved sources may submit proposals; new sources must submit comprehensive documentation per the NAVSUP Weapon Systems Support Source Approval Information Brochures, including evidence of prior experience or detailed capability statements if the item has never been manufactured by the offeror. Any proposal lacking the required source approval data or proof of prior submission will be deemed nonresponsive. The approval process for new sources typically cannot be completed in time to meet operational demands, so award may proceed based on fleet support needs even if approval is pending. Engineering source approval is mandatory to ensure part quality, as the approved source holds unique design, manufacturing, and repair knowledge that is not economically obtainable elsewhere. Early and incremental deliveries are acceptable, and the Government considers contractual documents officially issued upon electronic transmission or mail deposit. All proposals must be received by September 21, 2026, and while the acquisition is noncompetitive, interested parties may respond within the timeframe to potentially influence future competition decisions. The requirement does not utilize commercial item procurement policies under FAR Part 12, although commercial item alternatives may be submitted within 15 days of notice. Technical specifications and standards can be accessed via ASSIST-Online or DODSSP, with direct contact available for those without internet access.
