AI Contract Overview
The Nevada National Security Sites (NNSS), operated by Mission Support and Test Services, LLC (MSTS) under the U.S. Department of Energy’s National Nuclear Security Administration, is seeking industry input through a Request for Information and Expression of Interest for the procurement of a permanent modular building solution to support business, training, and assembly functions at the Big Explosives Experimental Facility (BEEF) in Mercury, Nevada. The facility must provide approximately 5,000 square feet of usable space to accommodate up to 200 occupants and be delivered using volumetric modular construction methods that maximize off-site fabrication and factory integration of architectural, mechanical, electrical, plumbing, and life-safety systems while minimizing on-site work. The building must comply with MSTS’s Code of Record, including the International Building Code 2015, Uniform Mechanical and Plumbing Codes 2018, ICC/ANSI A117.1 accessibility standards, and NFPA 101 Life Safety Code 2024, and meet seismic design criteria with a SDS of 0.596. The solution must be factory-tested, fully inspected, and ready for connection to MSTS-supplied utilities, with no requirement for fire suppression systems, plumbing fixtures, or foundation construction, which remain outside the contractor’s scope. The anticipated contract is structured as a Firm Fixed Price (FFP) agreement, with MSTS evaluating responses to inform the development of a future solicitation that may result in two to three separate awards. Proposals must be submitted as a single PDF not exceeding 20 pages, excluding the cover and attachments, and must include building schematics, structural composition details, foundation compatibility, ceiling heights, customization limits, warranty provisions, delivery lead times, estimated costs (including base building, freight, and storage fees), and operational lifespan with maintenance requirements. Delivery must be achievable by August 31, 2026, with a potential option for deferred delivery and storage under fixed monthly fees. The contractor is responsible for all transportation, lift planning, secure handling, and protection of systems during transit and long-term storage exceeding four months, with clear identification of utility connections and compliance with all applicable codes and certifications from the jurisdiction of manufacture. Responses must include the company’s SAM.gov Unique Entity ID and self-certification of size status as a small or large business under NAICS 236220, and may include socioeconomic designations such as 8(a), HubZone, SDVOSB, or

The MSTS also operates the North Las Vegas Facility (NLV); the Remote Sensing Lab at Nellis Air Force Base, North Las Vegas, NV (RSL-N); the Remote Sensing Lab at Andrews AFB, Maryland (RSLA); Special Technologies Lab at Santa Barbara, CA (STL); Livermore Operations at Livermore, CA (LO); and Los Alamos Operations at Los Alamos, NM (LAO).
MSTS is issuing this Request for Information (RFI) and Expression of Interest (EOI) to conduct market research as well as determine companies who would be interested in participating in a solicitation for the following effort.
MSTS requires the services of an experienced Offeror to provide a complete, permanent modular building solution utilizing volumetric modular construction methods. The facility shall support business occupancy functions, training activities, collaboration, and stand-up assembly meetings.
MSTS intends to procure a factory-manufactured building solution that maximizes off-site fabrication and factory integration of building systems while minimizing field construction activities. The facility shall provide ~5,000 square feet (SF) of usable floor area and support an occupant load of up to 200 persons.
The objective of this RFI is to gauge industry interest, assess market capabilities, and solicit feedback on our proposed contracting structure to maximize competition, obtain high-quality services, and manage risk effectively.
