Solicitation 2026-88 is a Request for Qualifications issued by SECO Energy to establish a pool of prequalified contractors for future Overhead Feeder Construction and New Feeder Install projects. This is a mandatory requalification process; any firm previously qualified with SECO Energy must resubmit their qualifications to be eligible for upcoming Requests for Proposals expected in October 2026. The general scope of work includes directional boring, underground excavation, installation of 4-inch conduit systems and duct banks, placement of 1000 MCM 25 kV EPR aluminum primary cable, and the installation of underground switchgear, splice boxes, and grounding systems, as well as right-of-way clearing and site restoration. To be deemed qualified, vendors must complete a comprehensive questionnaire covering company information, technical capabilities, and references from electric cooperatives or public utilities. Key requirements include the ability to provide a 10 percent bid bond and a 100 percent performance bond, as well as the submission of three years of safety records, including EMR ratings and OSHA 30A summaries. While projects will utilize Rural Utility Service funding and may require Davis-Bacon Act compliance, a lack of prior RUS experience is not an automatic disqualifier. Evaluation is based on the firm's risk management profile, including sam.gov registration and Dun and Bradstreet PAYDEX scores, and their demonstrated ability to perform similar utility construction activities.

Only firms that successfully complete the qualification process and are deemed qualified through this solicitation will be invited to participate in subsequent Overhead Construction RFPs and bid events. Qualification under this RFQ does not guarantee contract award but establishes a pool of prequalified contractors eligible to receive and respond to future solicitations. The upcoming bids will include but not be limited to the following General Scope of Services: The Contractor shall provide all qualified labor, equipment, tools, vehicles, documentation, MOT and supervision to perform all facets of Overhead Feeder Construction or “New Feeder Install” consisting of, but not limited to, directional boring and underground excavation, installation of 4-inch conduit systems and duct banks, installation of 1000 MCM 25 kV EPR aluminum primary cable, cable pulling and placement, installation of underground splice boxes, cable splicing and terminations, installation of underground switchgear, elbows, fault indicators, surge arresters, fused cutouts, risers, grounding systems, conduit sweeps and associated appurtenances, right-of-way clearing, restoration of disturbed areas, and all related underground electric utility construction activities outlined in the various scopes of work. The upcoming RFPs will utilize Rural Utility Service (“RUS”) funding and/or other federal grants. Only prequalified vendors, prequalified through the Request for Qualifications, shall be invited to bid on upcoming RPFs. Lack of RUS experience is not an automatic disqualifier to this RFQ. Only vendors pre-qualified under this RFQ shall be invited to the actual bid process. ***PLEASE NOTE: VENDORS WILL HAVE TO PRE-QUALIFY FOR THE UPCOMING BIDS. VENDORS WHO HAVE PRE-QUALIFIED BEFORE UNDER PRIOR REQUEST FOR QUALIFICATIONS OR BID ON PRIOR REQUESTS FOR PROPOSALS FOR PAST PROJECTS MUST COMPLETE THE PAPERWORK ATTACHED AND BE QUALIFIED FOR THE NEXT SET OF BIDS THAT SECO WILL ISSUE. YOU WILL NEED TO RESUMBIT AND BE PREQUALIFIED UNDER THIS RFQ IN ORDER TO PARTICIPATE IN THE NEXT ROUND OF BIDS THAT WILL BE ISSUED IN OCTOBER 2026.
