Pre-Retirement Course (English and French) 1. REQUIREMENT The Department of National Defence (DND) has a requirement to offer employees from across ADM HR-CIV the opportunity to attend a Pre-Retirement Course webinar. The training period will consist of a series of sessions to accommodate multiple groups, delivered between September 14, 2026, and March 31, 2027. This training is designed to help employees prepare for retirement both personally and professionally. Participants will be pre-selected and approved by their respective chains of command. The course will be delivered virtually in separate English and French sessions, as required. 2. OBJECTIVES 2.1 The objective of this Statement of Work (SOW) is to obtain the services of a Contractor who will deliver an interactive and informative pre-retirement planning online seminar. 2.2 The requirement is to deliver training to approximately 350 participants in total, with sessions structured to include 35 to 40 participants. 2.3 Webinars must be offered in separate English and French options. 2.4 The expected outcome of the training is that participants will demonstrate increased understanding of federal pension options, retirement planning considerations, and available Public Service resources to support a successful transition to retirement. 3. METHODOLOGY 3.1 The Contractor will deliver the Pre-Retirement Course through interactive presentations, facilitated discussions, and practical exercises, using a National Model that ensures consistency of core content while incorporating relevant regional supports, resources, and considerations. The course will address retirement planning, including pension and financial planning, legal considerations, health and wellness, and psychological and lifestyle transitions. 3.2 The Contractor must ensure that course content reflects current Federal Public Service pension legislation, benefits programs, and publicly available policies applicable to civilian employees. 3.3 The Contractor shall provide all participant materials electronically in advance of each session, in the official language of delivery. 4. CONTRACTOR RESPONSIBILITIES 4.1 The Contractor shall: • Provide qualified facilitators with appropriate expertise in pre-retirement planning. • Manage participant registrations in coordination with DND. • Ensure continuity of delivery, including the provision of a suitable replacement facilitator. • Protect all personal information in accordance with the Privacy Act. • Ensure English and French sessions are substantively equivalent in content and duration. 5. CONSTRAINTS 5.1 Training will be delivered virtually. 5.2 The Contractor must be able to deliver training across multiple time zones. 5.3 No training will be delivered on weekends or statutory holidays. 5.4 DND will provide a minimum of forty-eight (48) hours’ notice for rescheduling. 5.5 The virtual platform must be compatible with Government of Canada standard collaboration tools (e.g., accessible from GC networks without additional software installation), comply with GC accessibility requirements, and operate within GC security and firewall configurations. 6. ACCEPTANCE 6.1 Acceptance of the services will be based on successful delivery in accordance with this SOW, including correct official language delivery, completion of the full course, provision of all materials, and delivery by qualified facilitators. 6.2 DND may request reasonable corrective action if deficiencies are identified. 7.
