The Department of Defense's Naval Air Warfare Center Air Division posted a presolicitation notice for a forthcoming Request for Proposal (RFP) related to a Variable Stabilization System (VSS) to be installed in a UH-72A Lakota helicopter. Initially announced in January 2014, this update informs industry participants that the RFP is still under review but expected to be released soon. A draft version of the RFP has been shared to assist potential offerors in understanding the nature of the requirement and the targeted objectives, facilitating the preparation of competitive bids once the final RFP is available on the federal procurement portal. While the government welcomes feedback on the draft before the final release, formal question and answer exchanges will only occur following the posting of the final RFP. The solicitation is designated under NAICS code 541712, indicating a professional, scientific, and technical services category. The contract will be administered from Patuxent River, Maryland, where the Naval Air Warfare Center Air Division is based. Two points of contact are provided: a contract specialist, Steven M. Williams, and the contracting officer, Benjamin M. Washburn, who can be reached for further clarifications. Notably, pages 46 through 65 of the draft RFP have been excluded intentionally, underscoring that certain details remain confidential or pending. This presolicitation represents an important step toward enhancing the UH-72A Lakota's operational capabilities through this stabilization system upgrade.

Synopsis Update On 1/28/2014 the above synopsis was posted notifying Industry of a forthcoming NAVAIR requirement for a Variable Stabilization System (VSS) to be installed in a UH-72A Lakota. The purpose of this amendment to the Synopsis is to notify Industry that the RFP is still under review and is expected to be posted shortly, and to post the attached DRAFT RFP. The draft RFP will allow industry to note the type of requirement along with goals to be achieved in order to aid the Offeror in assembling a successful offer/bid in a timely manner once the final RFP is posted to FEDBIZOPPS. The Government invites and will consider any comments received prior to posting the final RFP but does not intend to engage in a formal question and response activity until the final RFP is posted. At that time questions will be invited and answers posted to FEDBIZOPPS. Note that pages 46 through 65 have been intentionally deleted from the draft RFP.

Solicitation # N0042126R1023
Solicitation N0042126R1023 is a small business set-aside request for proposal issued by the Naval Air Warfare Center Air Division for Identification Systems Technical Management Support Services at the Webster Outlying Field. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The requirement specifies a total of 430,070 direct labor hours to support the organic Lead Systems Integrator model across four core technical areas: technical management, budget execution and N-ERP support, material procurement, and data management, as well as graphics, media, and communications support for various major defense acquisition programs. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River and St. Inigoes, Maryland. Award decisions are based on a non-price rating system where technical capabilities, including a sample task and key personnel, and past performance are evaluated to determine a highest evaluated threshold, with price serving as the final deciding factor among equal ratings. Contractors must comply with strict security standards, including NISPOM and CMMC requirements, and utilize the Wide Area WorkFlow system for electronic invoicing. Deliverables are managed through a formal Contract Data Requirements List, and performance is monitored via a systematic Quality Assurance plan and CPARS evaluations.
