The U.S. Marine Corps Installation Pacific (MCIPAC) Regional Contracting Office (RCO), Camp Butler, Okinawa, Japan, has an upcoming requirement for live tissue training. In accordance with Federal Acquisition Regulation (FAR) Part 12, the Government intends to award a Firm-Fixed-Price contract on a sole-source basis to Tier 1 Group (T1G).


Requirement Description:
The purpose of this requirement is to procure advanced tactical medical training. This training will provide sustainment, refinement, and enhancement of existing Tactical Combat Casualty Care (TCCC) and Advanced Combat Tactical Trauma Care (AMT) skill sets. The scope includes instruction on pre-surgical and surgical lifesaving interventions using live patient models to simulate realistic trauma scenarios.


This training is governed by the Training and Education Command (TECOM), which requires all vendors providing Live Tissue Training (LTT) to be officially approved. Only two vendors are currently approved, and one is unavailable. Therefore, only one approved source is reasonably available to meet the Government's requirement.


  • Anticipated Period of Performance: September 14, 2026, to September 18, 2026.

  • Place of Performance: Continental United States (CONUS) at the contractor's facility.


This Notice of Intent is not a request for competitive quotes. The official solicitation package will not be posted. Interested sources wishing to receive a copy of the solicitation must directly email the point of contact listed below.


2. Instructions to Interested Parties
While the Government intends to award this requirement on a sole-source basis to T1G, all responsible sources that believe they can meet the Government's needs may submit a Technical Capability Statement. The Government will review all capability statements received; however, a determination not to compete this requirement is solely at the discretion of the Government.


To establish capability, interested vendors are required to submit official documentation from TECOM proving their company holds active approval for conducting LTT for the U.S. Marine Corps.


3. Submission Requirements
The MCIPAC RCO requests that capable vendors submit a Technical Capability Statement, not to exceed three (3) pages, demonstrating their ability to perform all requirements. At a minimum, the statement must address:


  • Schedule Alignment: Confirmation of the contractor’s ability to provide the required services from September 14, 2026, to September 18, 2026.

  • TECOM Authorization: Verifiable documentation of active TECOM approval for conducting Marine Corps LTT.

  • Accreditation & Licensing:


    • Proof of current Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC) International approval.

    • Proof of compliance with United States Department of Agriculture (USDA) regulations for animal procurement, handling, and care.

  • Technical Capability: Documentation supporting the vendor's ability to provide:


    • Instructors with required qualifications (e.g., former Special Operations Forces (SOF) medics, PAs, Physicians) and relevant combat experience.

    • A training facility within 60 minutes of an emergency room.

    • Lodging and logistical support for up to 30 students.
