PRE-SOLICITATION NOTICE FOR OVERHAUL B-1 ELECTRO-MECHANICAL ACTUATORS

The United States Air Force, through the Air Force Sustainment Center at Tinker Air Force Base, Oklahoma, is seeking proposals for a firm-fixed-price, five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract to overhaul B-1 electro-mechanical actuators, identified by NSN 1680-01-148-4142RK and part number U53-A. The contract will have a base quantity range of six to fifty units annually, with performance required at a rate of one unit every sixty days, and an additional over-and-above line item available for negotiation beyond the base volume. Contractors must provide all labor, facilities, equipment, and materials necessary to completely disassemble, clean, inspect, maintain, reassemble, test, and finish each actuator to return it to like-new condition. Deliverables must meet strict technical specifications including dimensional and material requirements—5.32 inches long, 2.25 inches wide, 3.42 inches high, weighing four pounds, and composed of steel and aluminum—and only serviceable units count toward production targets; condemned or beyond economical repair units are not accepted.
