PRE-SOLICITATION NOTICE- Overhaul of B1 Torque tube assembly

The United States Air Force, through the Air Force Sustainment Center at Tinker Air Force Base, is seeking a Small Business Set-Aside contractor to perform the overhaul of the B-1 Torque Tube Assembly under an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year base period and a potential maximum of 180 units. The work requires the complete rework, rehabilitation, or replacement of worn components, reassembly, and testing to restore the assembly to its original life expectancy or near-original reliability, in full compliance with applicable technical orders, quality standards, and the requirements outlined in the Performance Work Statement. The contract is anticipated to be awarded as a Firm Fixed Price arrangement, with deliveries scheduled at a rate of one unit every 240 days initially, followed by five units every 45 days thereafter. All work must be performed at the contractor’s facility, with final acceptance conducted by the Defense Contract Management Agency at that location. Offerors must be small businesses and qualify under the Small Business Administration set-aside program, and those not previously qualified must submit a Source Approval Request package to the Small Business Office. Contractors are required to permanently mark all overhauled assemblies with their CAGE code and overhaul date in accordance with MIL-STD-130, including applying and protecting a Data Matrix 2D barcode for the Item Unique Identification system, and any damaged IUID markings must be reported and replaced exactly as originally issued. Strict parts control mandates the use of only government-approved components, with all deviations requiring formal approval via DD Form 1694. Special tools and test equipment must be calibrated to NIST standards and available prior to inspections. All deliverables must be defect-free, delivered on schedule, and supported by complete reporting, with performance evaluated against these metrics in the Contract Performance Assessment Reporting system. Security requirements include compliance with DD Form 254 for classified information, disclosure of foreign ownership via SF-328, and adherence to supply chain risk management guidelines. Contractors must also maintain visible employee identification, ensure proper packaging under AFMC FORM 158 to support Commercial Asset Visibility Air Force standards, and report any incidents involving property damage over $500,000 within eight hours. Proposal submissions are due by June 1, 2026, and must be sent via email to the designated contracting office, with electronic documents required in Microsoft Office-compatible formats.
