The contract for Fort Hood Solid Waste Services under solicitation number W91151-26-R-A003 is a non-personal services, indefinite-quantity, firm fixed price acquisition for comprehensive solid waste management across the cantonment areas of Fort Hood, Texas. The scope includes refuse collection, landfill operations covering multiple cells including the upcoming closure of Area 4, grease trap servicing, roll-off container collection, tire delivery to the Defense Logistics Agency, and associated environmental compliance activities. The contract has an initial one-month phase-in period beginning June 1, 2026, followed by a total performance period of 84 months through November 30, 2033, structured as a base year and six option years. A Small Business Set-Aside under NAICS code 562212 with a size standard of $47 million is in place, and the selection will be conducted using the Lowest Priced Technically Acceptable (LPTA) method, with no trade-offs permitted between cost and technical factors. The contractor must furnish all labor, equipment, materials, and supervision required to meet detailed technical specifications outlined in the Performance Work Statement and 24 Technical Exhibits, which include container location inventories, landfill permits, wage determinations under the Service Contract Act, baseline staffing estimates, equipment requirements, and spatial maps for landfill boundaries and container placements. Government-furnished property such as compactors, scales, fuel depots, and roll-off containers is listed in Technical Exhibit Z, and all contractor-owned containers must be labeled and numbered per MIL-STD guidelines. Compliance with environmental, safety, and cybersecurity regulations is stringent and integrated throughout the contract requirements. The contractor must adhere to the Spill Prevention, Control and Countermeasure Plan (SPCCP), the Facility Response Plan, hazardous waste management protocols, and landfill-specific standards including FML sheeting material testing per ASTM D638 and D751, with seams verified nondestructively. Cybersecurity mandates require CMMC Level 1 or higher certification, annual affirmations in the Supplier Performance Risk System, and flow-down of CMMC requirements to subcontractors handling Federal Contract Information. Labor compliance is enforced through Technical Exhibit L, which prescribes wage rates for Bell and Coryell counties under U.S. Department of Labor determinations, while Technical Exhibit M provides a pricing sheet for labor hours across seven years that contractors must fill out. Performance is monitored using a Quality Assurance Surveillance Plan with stringent thresholds: 5%
