Description


The United Stated Embassy in Kingston, Jamaica, plans to issue a Request for Quotations (RFQ) for trenching, conduit and ground-well installation in various locations on the Embassy compound.


Scope of Work: The contractor will provide all labor, equipment, supervision, material specific to the back filling and compaction and management needed to complete the job


Infrastructure Support System - Handhole / Underground Conduit System


Trenching


  • Nine locations have been identified requiring trench work.
  • Thirteen locations have been identified requiring trench work.
  • Before excavation, the Contractor shall locate and verify all existing utilities in the proposed trench alignment.
  • If excavation interferes with existing drains, piping, or structures, the Contractor shall immediately notify, in writing, the COR and provide temporary protection for these systems before proceeding.

Trenching from Handholes


  • The Contractor shall make wall penetrations into existing manholes/handholes as required for the number and size of conduits entering and exiting each structure, in accordance with the drawings.

Conduit


  • Existing conduit shall remain in place unless the drawings specifically direct removal or modification.
  • Under grass, soil, the Contractor shall install Schedule 80 PVC conduit with a minimum cover of 24 inches (610 mm) from finished grade to top of conduit, or as indicated on the drawings, whichever is greater.
  • All underground 90 degree bends with a 12inch (305 mm) radius shall use prefabricated sweeping bends.
  • Above grade, all underground PVC conduit shall transition to rigid galvanized steel (RGS) using PVC to RGS couplers.
  • The Contractor shall install pull lines in all new conduit runs.

Soil and Backfill Materials


Soil Materials


The Contractor shall provide all labor and materials for soil and backfill, where required.


  • Select Backfill: ASTM D 2487 soil classification groups SW, SP, and SM, or combinations thereof; free of rock or gravel larger than 3 inches (75 mm), debris, waste, frozen materials, vegetation, and other deleterious matter.
  • Asphalt/Concrete Base Course: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D 2940; with at least 95% passing a 11/2inch (40 mm) sieve and not more than 8% passing a 1/4inch (6.4 mm) sieve.
  • Base Gravel: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D 2940; 100% passing a 1inch (25 mm) sieve and not more than 8% passing a 1/4inch (6.4 mm) sieve.
  • Sand Cushion: ASTM C 33 fine aggregate, natural or manufactured sand.

Placement and Compaction


  • Place backfill and fill in layers not exceeding:
    • 8 inches (203 mm) loose thickness for heavy compaction equipment;
    • 4 inches (102 mm) loose thickness when compacted by hand-operated tampers.
  • Place backfill and fill evenly to the required elevations, uniformly along their full length.
  • Compact soil materials to not less than the following percentages of maximum dry unit weight per ASTM D 1557:
    • Under lawns or unpaved areas: scarify and re-compact top 6 inches (152 mm) below subgrade and compact each layer to 85%.
    • Utility trenches: compact each layer of initial and final backfill to 85%.

Anticipated Period of Performance: a base period of twenty-one (21) days after contract award


Eligibility and Registration


Offerors must hold an active registration in the System for Award Management (SAM.gov) when they submit a proposal and at award.


Local Insurance and Defense Based Act (DBA) Insurance.


Solicitation Availability


The Embassy will post the solicitation and all amendments only on SAM.gov at https://sam.gov. Interested parties should monitor SAM.gov for the release and any amendments. The Embassy will not issue paper copies.
