AI Contract Overview
The U.S. Army Contracting Command-Redstone Arsenal is soliciting proposals under RFP W58RGZ-26-R-0008 for Aviation Field Maintenance support across East and West regions, aimed at sustaining rotary-wing aircraft readiness through field-level maintenance, Modification Work Orders, surge support, and operations at CONUS and OCONUS locations including Combat Aviation Brigades and Training Centers. The contract employs a hybrid “C”-type structure with a ninety-day transition-in period, a one-year base period, nine one-year options, and a potential six-month extension under FAR 52.217-8, with awards made through a best-value trade-off process rather than LPTA. The North American Industry Classification System code is 488190 with a $40 million size standard, and small business participation is an evaluation factor, though large businesses must meet a pass/fail threshold while small businesses are exempt from submitting a plan. Proposals must be submitted in six electronic volumes with strict page limits, adhering to naming conventions and format requirements, and only through the DOD SAFE portal or approved email if technical issues arise, with the final deadline set for June 30, 2026, at 5:00 p.m. CST. Evaluation priorities rank Technical as the most critical factor, followed by Cost/Price, Past Performance, and Small Business Participation, with no numerical weights assigned but a clear hierarchy ensuring that non-cost factors collectively carry significantly more weight than price. Technical proposals must achieve at least an Acceptable rating to be eligible, while Past Performance is assessed through High, Medium, or Low confidence ratings. Cost/Price is evaluated for realism, completeness, and accounting system adequacy without an adjectival rating. Contractors must comply with MIL-STD-129 and MIL-STD-130 for packaging, marking, and labeling using machine-readable Data Matrix symbols, and must meet AS9110 Rev C quality standards alongside FAR and DFARS clauses such as 52.246-11 and 52.245-1. Performance will be conducted at designated locations including Jacksonville, Marietta, Santa Teresa, El Centro, Marana, and Lexington, with specific CBAs and organizational conflict of interest provisions incorporated for each region. All contractor personnel must hold active SECRET clearances, with rosters and organizational charts submitted prior to performance commencement. Invoicing is mandated through WAWF, with no paper
