The Department of Defense, through the Army Contracting Command at Detroit Arsenal, plans to award a sole-source, firm-fixed-price, five-year requirements contract for the manufacture of 37 Embedded Diagnostics (ED) kits for the Assault Breacher Vehicle (ABV). The ED subsystem, integral to the ABV—a U.S. military vehicle designed for mine and explosives clearing based on the M1A1 Abrams chassis—incorporates software enabling rapid fault identification and isolation, reducing the reliance on additional test equipment. This contract will engage Diagnostics/Retrieval Systems Network and Imaging Systems, Inc. (DRS-NIS), located in Melbourne, Florida, with production at their Huntsville, Alabama facility. The action is justified under the Federal Acquisition Regulation provision allowing sole-source procurement when only one responsible source is capable of fulfilling agency requirements. This announcement is a Pre-Solicitation Synopsis intended to inform interested parties, though the government will not accept competitive proposals, as the contract is planned to be awarded directly to DRS-NIS. The synopsis details that all responsible sources may submit capability statements for consideration, but these will not influence the sole-source award decision. The contract supports continuing the production of the ED as a critical component of the ABV system, ensuring the vehicle’s readiness and operational effectiveness. The solicitation number is W912CH-26-R-0043, with the official posting date on April 30, 2026, and the response deadline set for May 15, 2026. The contracting office is located in Warren, Michigan, and the primary contact for this requirement is Kelly Harp.
