Pre-Solicitation SynopsisAssault Breacher Vehicle (ABV) Embedded Diagnostics (ED)Request for Proposal W912CH-26-R-0043Army Contracting Command-Detroit Arsenal (ACC-DTA) intends to solicit a Sole Source Firm-Fixed price, five-year Requirements contract to manufacture 37 EDs, a subsystem of the Assault Breacher Vehicle. This action is supported by Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 6.103-1(c)(2)(i) ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.? The proposed contract action is for supplies for which the Government intends to negotiate with only one source to fulfill this requirement, Diagnostics/Retrieval Systems Network and Imaging Systems, Inc. (DRS-NIS), Commercial and Government Entity code: 32865, located in Melbourne, FL with the production at DRS?s facility (Facility Code: 24290) located in Huntsville, AL.This action supports the continued production of ED. The ED is an integral part of the M1150 ABV. The ABV is a U.S. military mine and explosives-clearing vehicle, based on the M1A1 Abrams-chassis. The ED kit is composed of software that integrates diagnostic capability into the ABV, providing the ability to quickly identify and isolate faults while minimizing the need for carry-on test equipment. In accordance with FAR 5.207 (c)(16)(ii), all responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency.This is a Pre-Solicitation Synopsis and is not a request for competitive proposals or a solicitation of offers.
