The U.S. Army Contracting Command-Detroit Arsenal intends to award a sole-source, firm-fixed price, five-year requirements contract to DRS-NIS for the manufacture of 37 Integrated Vision Systems (IVS) to support the Assault Breacher Vehicle program. The IVS is a critical subsystem of the M1150 ABV, an M1A1 Abrams-based vehicle designed to clear minefields and explosives, and it provides day/night visual and laser rangefinding capabilities using integrated cameras and sensors. The contract will sustain ongoing production of the IVS, ensuring the operational readiness of the ABV fleet, and is justified under FAR 6.103-1(c)(2)(i) due to the uniqueness of the system and the absence of alternative suppliers capable of meeting the technical requirements. DRS-NIS, located in Melbourne, FL with production in Cypress, FL, is the only responsible source identified for this requirement. This pre-solicitation synopsis is issued for informational purposes only and does not constitute a solicitation for competitive bids; any submissions received in response will not be evaluated or considered for award. The Government has explicitly stated its intent to contract solely with DRS-NIS under the rationale that no other provider can deliver the required IVS capability. While responsible sources may submit capability statements by the deadline of May 15, 2026, these submissions will not alter the sole-source award decision. The contract will be managed under NAICS code 334511, with performance taking place in Florida and the contracting office located in Warren, Michigan. Point of contact for inquiries is Kelly Harp of the Army Contracting Command.
