Solicitation # W912DQ26RA065
The U.S. Army Corps of Engineers, Kansas City District, is soliciting design-build construction services for the installation of access manholes at the Fairfax-Jersey Creek Levee Unit on the Missouri River in Kansas City, Kansas. The project scope involves designing and constructing manholes, with estimated depths between 10 and 25 feet, to facilitate the video inspection of approximately 27,000 feet of existing perforated corrugated metal seepage collector pipe. To maintain levee integrity, the government strictly prohibits invasive mass excavation methods such as trenching, requiring the use of minimally invasive excavation techniques. Key deliverables include a Drilling and Invasive Program Plan approved by a licensed professional engineer or geologist, temporary flood protection plans, and final as-built drawings. This is a firm-fixed-price contract with an estimated magnitude between $1,000,000 and $5,000,000, though the total award amount shall not exceed $3,400,000. The acquisition is categorized under NAICS code 237990 with a small business size standard of $45 million. The selection process is conducted in two phases; Phase 1 focuses on qualifications and technical approach without pricing, from which up to three qualified offerors will be selected for Phase 2. Evaluation factors include design concepts, performance confidence, technical approach and qualifications, and small business participation, with non-price factors being significantly more important than price. Proposals must be submitted via the PIEE Solicitation Portal and adhere to strict documentation requirements, including the use of specific government templates for vendor information, experience, and technical qualifications.

Potential offerors and subcontractors are encouraged to register on the Federal Business Opportunities website as Interested Vendors for this special notice to take full advantage of networking opportunities. The Jacksonville Harbor (Mile Point) Navigation Study Final Integrated Feasibility Report and Environmental Assessment will be posted to the link below for informational purposes. http://www.saj.usace.army.mil/Missions/CivilWorks/Navigation/NavigationProjects/JacksonvilleHaborMilePoint.aspx Items for Discussion at Pre-Solicitation Teleconference - Construction Sequencing (prescribed order of work items and ideas about how the work will proceed) - Deconstruction of existing training wall and the processing of material for reuse - Work during strong tides/dynamic environment - Staging/Stockpiling/Processing requirements - sufficient space on Helen Cooper Park? - Temporary Containment features (prescribed-geotextile tubes vs. performance-met environmental and containment requirements) - Return water system (low spots on southern containment and/or through west wall?) - Structure foundation through scour holes (bags, tubes, riprap, sand?) - Concrete Structural Units (CSU) ideas (should we provide a default stone structure in addition?) o Proposed training wall systems will need to promote tidal exchanges hydrating and draining the new salt marsh, and should also promote favorable oyster and fish habitat deliveries for a 3.9 Foot mean tide range using openings or windows. The systems will be required to resist loads for final dredge material placed at elevation +4 Feet MLLW with a base elevation at -2.5 Feet MLLW, while resisting overturning and sliding for described conditions. Approximate dredge slurry maximum elevation may achieve +4 Feet MLLW. Maximum river current velocity is 5 Feet/Second. Systems must deliver shoreline protection for wind and wave conditions with a design wave height of 5 Feet. Top of structure is required at elevation of not less than +7.5 Feet MLLW. The proposed system should be expected to perform with minimum operational maintenance and repair, and should remain structurally stable for a service period of 75 to 100 years. - Containment features behind the west training leg. (marine mattresses laying on the backs of the CSU's or geotextile tubes behind the CSU's, etc...) Would CSU manufacturers be comfortable having those earth pressures on their structures if we use marine mattresses, or the CSU may not have a flat face conducive for laying a marine mattress against?
