The Centers for Disease Control and Prevention (CDC) intends to award a sole source contract to the Sequoia Foundation, acting as a contractor to the California Department of Health Services’ Genetic Screening Program, to obtain a de-identified database that links prenatal screening, newborn screening, and vital statistics datasets, supplemented with genotyping results from maternal and newborn specimens stored in existing California biobanks. The Sequoia Foundation is uniquely positioned as the only entity with the authority and capability to access, identify, and retrieve these maternal and infant biological samples from participants in California’s prenatal and newborn screening programs spanning November 1999 through April 2007. The procurement will proceed under FAR Part 13, using simplified commercial item acquisition procedures, justifying the sole source contract under FAR 6.302-1 due to the absence of any other known providers capable of meeting CDC’s specific data and sample retrieval needs. The contract, titled "Pre-Term Birth Study," will have a period of performance beginning upon award and continuing through September 2010 or until all activities are complete. Although this is not a solicitation for competitive proposals, the CDC invites any potentially capable organizations to submit a statement of capabilities within fifteen days from the announcement date, allowing the agency to assess if competition is warranted. All communications and inquiries must be submitted in writing to the designated contract specialist. The decision to forego competition remains at the government’s discretion, and no telephone inquiries will be accepted. This contract addresses a specialized data acquisition requirement critical for maternal and infant health research related to pre-term births.
