The Nuwc Division Newport, under the Department of Defense, issued solicitation N66604-18-Q-2014 for a Precision Signal Generation and Analysis System. This contract requires a system where all components are fully compatible and interoperable as a unified whole, yet each individual instrument must remain capable of being removed and operated independently. The system may utilize an external computer for programming, operation, and waveform analysis via software such as Matlab, Labview, Java, and C/C++. A critical requirement for the system is semi-portability, as the equipment will not remain stationary and must be capable of being disassembled, shipped, and reassembled at various Navy test ranges. All other original terms and conditions of the solicitation remain unchanged following these clarifications.

Full Description

The purpose of this amendment is to answer questions from industry. QUESTIONS & ANSWERS: Q1: The Government Minimum Requirements as outlined in the first paragraph of Attachment #1 state that: "All components of the system shall be fully compatible and interoperable, and shall be functionally operable as one complete system. " Is the Government's intent that all instruments operate as a unified system which implies the use of an external processing device (e.g. computer)? Or, are the instruments to be controlled separately yet be compatible and interoperable with each other? A1: Any component should be capable of being removed from the complete system and operated independently. A separate computer can be used to program, operate or control the complete system or any of the individual components of the complete system to generate and analyze waveforms via Matlab, Labview, Java and C/C++ software. Q2: Does the Government expect this system to be semi-/portable or will the system remain stationary throughout the intended use model? A2: The system will not remain stationary. It will be disassembled, shipped and reassembled at other Navy test ranges so the system must be semi-portable. All other terms and conditions remain unchanged.

Solicitation # MoS10626
The Naval Undersea Warfare Center Division Newport is hosting Mastery of the Seas Office Hours to engage external industry partners and discuss the strategic vision for advancing Undersea Warfare capabilities. These recurring events, held on the first and third Tuesday of every month, provide a forum for industry to interact with Subject Matter Experts regarding Capability Focus Areas. The technical scope focuses on ensuring access, operations, and presence at all ocean depths through several key areas, including subsea and seabed warfare, undersea robotic and autonomous systems, assured communications, platform defense, weapon lethality, tactical oceanography, and command and control. There is a significant emphasis on AI-enabled autonomy, zero-trust architectures, and CMMC-compliant development pipelines to protect USW systems from cyber threats. As a Controlled Unclassified Information event, strict security protocols are in place, prohibiting the use of landline phones and the forwarding of virtual meeting links. This notice is non-binding, and the government will not provide compensation for costs associated with responding or attending.
