The purpose of this Request for Bids (RFB) is to solicit competitive bids from qualified Bidders to provide the goods, services, or both described in this RFB for the Lead Agency and any Participating Agencies. The Lead Agency intends to award one or more contracts for the term identified in the solicitation. At its sole discretion, the Lead Agency may extend the contract(s) for up to the number of annual renewal periods specified in the solicitation. Any contract awarded as a result of this RFB shall be non-exclusive, and the Lead Agency and Participating Agencies reserve the right to procure similar goods or services through other contracts or procurement methods as permitted by law. This RFB is intended to provide Bidders with the information necessary to prepare responsive and competitive bids. The solicitation process is conducted for the benefit of the Lead Agency and Participating Agencies to obtain the information needed to evaluate bids and select the Bidder(s) whose bid best meets the requirements of this RFB. This RFB is not intended to contain every detail or consideration that may be relevant to preparing a bid. Each Bidder is solely responsible for reviewing the solicitation and obtaining any additional information necessary to prepare a complete and responsive bid. Bid Submission and Amendments · Bidders are encouraged to Save Progress frequently, particularly after uploading documents. · If a Bidder opens a bid after it has been certified and submitted, the bid must be certified and resubmitted. Opening the bid does not remove previously entered information or uploaded documents. · If the Issuing Officer issues an amendment after a bid has been submitted, the Bidder must review and acknowledge the amendment, then certify and resubmit the bid. All previously submitted information and attachments will remain intact. Instructions for Responding to an Amendment 1. Review the amendment in the solicitation. 2. Complete any newly added or revised questions in the Questions section, if applicable. 3. Acknowledge the amendment. 4. Certify and resubmit the bid before the solicitation closing date and time. Contract Term The initial term of the Contract shall begin on 9/15/2026 and end on 9/14/2027. The Agency shall have the sole option to renew the contract upon the same or more favorable terms and conditions for up to five (5) annual extensions. The resulting contract will be available to all State Agencies. Background The State of Iowa is seeking eligible Bidders to provide a comprehensive prescription safety eyewear program on an as needed for all State Agencies and State of Iowa employees. The prescription safety eyewear (lenses, frames and associated materials) will adequately protect State of Iowa employees, incarcerated individuals residing in the correctional facilities as well as juveniles in the detention center. The eyewear must conform to OSHA and ANSI standards. The State is seeking both an Agency dispensing program and a retail dispensing program for employees. The policy for supplying prescription safety glasses to employees is determined by each Agency. Each Agency may set limits on what they will provide and pay for regards to prescription safety eyewear. (Procedure Number 220.600 Employee Expenses Safety Glasses/Goggles). Any contract resulting from this solicitation shall establish uniform pricing that includes but is not limited to the following categories: Lenses, frames, coatings, goggles, parts and accessories. Eye exams are not part of this solicitation or the resulting Contract. Safety eyewear ordered on the resulting contract will have the option to be ordered with permanently attached, detachable side-shields or no side shields (except for most inmate and patient glasses). There was a contract for similar product/services under Hoya Safevision MA21029D for these items that expired 6/30/2026. Individual State of Iowa employees will utilize the contract to purchase the prescription safety glasses through agency dispensing and/or retail dispensing outlets provided by the bidder. Each agency may set limits on what it will provide and pay for regarding prescription eyewear. The State of Iowa employees, Iowa Department of Corrections (DOC) incarcerated individuals and Iowa Department of Health and Human Services (HHS) juvenile residents, will arrange for eye examinations with an ophthalmologist, optometrist or contracted eyewear provider within the State of Iowa facility. The State would like to award one contract to service both types of dispensing program. If the response offers one or the other dispensing program, the State of Iowa will review if it is in the best interest to award multiple contracts to provide full coverage for the State.
