Presidential Search

James Sprunt Community College is soliciting proposals for a Presidential Search Consulting Firm to conduct a national search for a new college president over a one-year agency contract. The selected vendor will serve as a liaison between the Board of Trustees, the Search Committee, and candidates, with responsibilities including establishing candidate qualifications, managing advertisements and recruitment, reviewing applications, recommending final candidates, and conducting background checks. The firm must employ a proactive executive search strategy using rigorous passive candidate sourcing and an established network to access high-performing college presidents. Proposals must be submitted electronically via the electronic Vendor Portal by November 12, 2026. Award decisions will be based on the most advantageous criteria for the college, with a specific price evaluation formula where the lowest cost proposal receives a maximum score of 20 points. To be eligible, vendors must be North Carolina registered in good standing and provide a certificate of authority from the NC Secretary of State within ten business days of award. Required submission documents include a cover letter, pricing, customer references, and various certifications regarding financial condition, lobbying activities, and worker locations. The contract includes strict administrative requirements, such as the submission of a final work plan and sample report within fifteen business days of award and weekly implementation management reports. All personnel must undergo background checks at the vendor's expense, and any substitution of key personnel requires prior written approval from the Contract Lead. Invoicing is subject to inspection and acceptance by the Contract Manager, and payments will not be issued until services are approved. The agreement is governed by North Carolina General Terms and Conditions and relevant state statutes.
