Presolicitation AOR Multi-Transportation

This is a draft request for proposal for the Presolicitation AOR Multi-Transportation contract under solicitation number 70CDCR26R00000018, issued by the Department of Homeland Security’s Detention Compliance and Removals office. The purpose of this draft is to solicit constructive feedback from interested parties regarding the Performance Work Statement and to allow for revisions before issuing a formal solicitation; no quotations or proposals are to be submitted at this stage. Feedback must be directed exclusively to Contracting Officer Natalie Carr via email. The eventual contract will require a contractor to provide 24/7/365 armed transportation and custody services for detainees under the jurisdiction of ICE’s Enforcement and Removal Operations, primarily across fourteen states including New York, Pennsylvania, New Jersey, Maryland, Virginia, and extending as far south as North Carolina and Georgia. All transportation personnel must be U.S. citizens, at least 21 years old, have a high school diploma or GED, and possess a minimum of one year of law enforcement, military police, or military experience, or six months as a security officer handling civil or administrative detainees. Officers must be armed, meet federal and state firearm laws, and be of the same sex as the detainee during transport unless a designated ICE official grants prior approval for an exception. Vehicles and staff must comply with USDOT and other applicable regulations. The contractor is responsible for maintaining a fully staffed, uniformed force capable of performing detainee transportation, security monitoring, and recordkeeping in accordance with the ICE 2025 National Detention Standards and M-68 guidelines for proper conduct. The contract will have a base period of twelve months with four additional one-year options exercisable at the government’s discretion, and if a new contractor is awarded, a transition period of up to 90 days will precede full service activation. Personnel must pass background investigations aligned with their sensitivity level, carry HSPD-12 compliant credentials, and adhere to DHS information technology and encryption standards, including FIPS 197 AES-256. Monthly invoicing requires submission of a detailed status report via email to the Contracting Officer’s Representative and the ERO RPA team, including G-391 numbers, route details, vehicle specifications, detainee counts, miles logged, expenses, and guard service records.
