Full Description
This is a draft RFP. No quotes shall be submitted in response to this draft RFP. This draft RFP is to receive constructive feedback from interested parties concerning the PWS and corrections that should be considered to provide a more thorough requirement.

The Contractor shall provide all transportation services required to transport detainees securely to locations as directed by the designated ICE official in accordance with current and any future revisions to the National Detention Standards (NDS) 2025, ICE Family Residential Standards, and all applicable Federal, State, and local laws and regulations. Designated ICE personnel are limited to Deportation Officers (DO), Supervisory Detention and Deportation Officers (SDDO), Assistant Field Office Directors (AFOD), Deputy Field Office Directors (DFOD), and the Field Office Director (FOD). During all transportation activities, at least one officer must be the same sex as the detainee. If a same-sex officer is not available, the transportation mission must be approved by the ICE designated official prior to the service being performed. All officers must be armed and meet applicable Federal, State, and local firearm laws. Operations are primarily conducted in the States of New York, Maryland, Pennsylvania, New Jersey, West Virginia, Delaware, Massachusetts, Connecticut, Rhode Island, Maine, New Hampshire, Vermont, Virginia, and, in some cases, as far as North Carolina, and Georgia. Vehicles and Transportation officers must meet applicable state and federal, United States Department of Transportation (USDOT) and firearm laws.
The Contractor shall provide, operate, manage, and maintain a uniformed transportation officer staff, 24-hours per day, 7-days per week, year-round, including holidays as specified by the Government on Form Assignment of Official Detail - G-391 for the transportation and guard services of detainees under the responsibility of DHS/ICE-ERO.
