This draft Request for Proposal (RFP) seeks feedback from interested parties on the Performance Work Statement (PWS) to refine the requirements for detainee transportation services under the Department of Homeland Security’s Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO). The contract envisions the provision of secure transportation for detainees across multiple states, primarily in the Northeast and Mid-Atlantic regions, with occasional operations extending to the South. The services must comply with the National Detention Standards 2025, ICE Family Residential Standards, and all relevant federal, state, and local laws. Transportation officers must be uniformed, armed, and qualified under applicable firearm regulations, and at least one officer must be the same sex as the detainee unless an exception is approved by ICE officials. The contractor will be responsible for managing a 24/7, year-round uniformed transportation staff to ensure continuous detainee escort and guard services per ICE directives. Key ICE personnel authorized to direct transportation include Deportation Officers, Supervisory Detention and Deportation Officers, and Field Office Directors. Vehicles and officers must adhere to United States Department of Transportation regulations and other legal requirements to maintain safety and compliance. This presolicitation is part of a comprehensive effort to ensure transparency and completeness before the solicitation is finalized and published. All feedback is directed to the Contracting Officer, Natalie Carr, at the Department of Homeland Security’s Detention Compliance and Removals office based in Washington, DC.
