The contractual action contemplated is a follow-on 5-year, hybrid contract with cost plus fixed fee and firm-fixed price CLINs, maintenance and overhaul (M&O), indefinite delivery indefinite quantity contract to utilize contractor logistics support to diagnose, repair, test, and return to a serviceable condition A, the Third Generation of the following item on an other than full and open competitive basis: NOUN: Forward Looking Infrared Receivers (FLIR) Third Generation NSN: 5855-01-518-8691 P/N: 687549 Quantity: Min 16 each/ Max 80 each applicable to the AVENGER weapon system This items is restricted to L-3 Cincinnati Electronics, CAGE Code: 80045, 7500 Innovation Way, Mason, OH 45040 because the government does not have Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Adequate technical data is not available for this acquisition. One contract will be awarded as a result of this requirement. The solicitation will be issued on or about 15 September 2021. All offerors must meet prequalification requirements in order to be eligible for award. All responsible sources may submit an offer, which shall be considered by the Agency. To obtain approval, vendors must submit a SAR package, for review and approval, to the Contracting Specialist for submission to the Engineering Directorate (ED), Quality Engineering Division. Source approval must be obtained prior to being considered for contract award. Approvals are made on an individual basis for specific manufacturing location (CAGE). Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies.
