PRESOLICITATION NOTICE FOR MAINTENANCE OF EXPLOSIVES DETECTION SYSTEMS

The Transportation Security Administration (TSA) has a requirement to purchase Performance Based Logistics (PBL) services which include preventive, corrective, and excepted maintenance to the entire existing operating fleet of government owned Reveal Imaging Technologies Explosive Detection Systems (EDS). This presolicitation notice is not a request for competitive price proposals. Offerors are responsible for checking the FedBizOpps website for any update(s) to this Notice. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted at the referenced website. To obtain automatic notifications of updates to this notice, you MUST log into FedBizOpps.gov and add the presolicitation to your Watchlist. If you would like to list your firm as an interested vendor, you must click the "Add Me To Interested Vendors" button in the listing for this presolicitation on FedBizOpps.gov. The solicitation will be issued on or about December 21, 2010. NO CD's OR HARD COPIES WILL BE AVAILABLE. FedBizopps.gov will be the only site for downloading the solicitation and any amendments. The forthcoming solicitation will be issued as a Full and Open; Firm Fixed Price procurement. The NAICS code is 561621. The size standard for qualification as a small business is $12.5 million. In order for contractors to conduct business with TSA, the contractor must provide registration information to the Central Contractor Registration (CCR). All Offerors must be CCR (Central Contract Registered) prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov http://www.ccr.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Prior to quoting, it is preferred that vendors complete the Online the Representations and Certifications (ORCA). To do so requires CCR registration, including an MPIN number. Instructions may be obtained, and required information may be entered, at http://orca.bpn.gov. If you ARE NOT ORCA registered, you will need to complete and provide paragraphs (B) through (I) of provision 52.212-3 in the solicitation.
