AI Contract Overview
This pre-solicitation notice outlines an upcoming Total Small Business Set-Aside requirement for the design, supply, delivery, installation, and commissioning of a sanding booth system at Tobyhanna Army Depot in Pennsylvania, with the contract to be awarded under NAICS code 332311. The procurement is structured as a Firm Fixed Price contract governed by FAR and DFARS clauses, including deviations for commercial products and services, cybersecurity requirements such as NIST SP 800-171 and CMMC compliance, Buy American provisions, and strict controls on controlled unclassified information (CUI) and supply chain risks including prohibitions on materials sourced from designated regions or entities. Proposals must be submitted via email to the Contract Specialist by the specified deadline, and only small businesses with active SAM.gov registrations and no active exclusions or debt subject to offset may respond. Offerors must demonstrate technical compliance with the draft Performance Work Statement, which requires adherence to OSHA, NFPA, UFC, and ACGIH standards, along with unique item identification per MIL-STD-130 using 2D Data Matrix barcodes and proper shipment labeling under MIL-STD-129. The contract mandates a 360-day performance period from Notice to Proceed, with all work performed on-site at Tobyhanna Army Depot under destination FOB terms, and includes deliverables such as as-built drawings, training for ten personnel, operation and maintenance manuals, and a one-year warranty. The solicitation requires submission of a capability statement within 15 days of posting to express interest, followed by formal proposals via SF-1449, with evaluation based on a best-value trade-off approach considering price, technical compliance, and past performance — not lowest price technically acceptable. Key personnel, including a program manager and alternate, must be pre-approved with qualifying CVs submitted post-award, and all personnel requiring facility access must pass NCIC-III and terrorist screening checks, complete mandatory security and CUI training, and sign NDAs prior to work commencement. The Government retains full inspection and acceptance authority at the delivery site, with strict enforcement of 100% compliance on filtration, electrical safety, and hazard controls. Cybersecurity controls extend to subcontractors, and contractors must report any organizational conflicts of interest and submit mitigation plans. Additionally, CMMC UID registration and WAWF invoicing are mandatory, and no contract options are currently available. A pre-solicitation industry meeting was scheduled for April 29,
