The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, FL, is conducting market research via a Request for Information (RFI) for upgrading existing V-22 Marine Corps and USAF pilot, enlisted aircrew, and maintenance courseware. The upgrade involves converting the current proprietary Flash-based Kreus SCORM courseware to a more modern, Commercial off-the-Shelf (COTS) Adobe Captivate HTML5 SCORM format. This transition aims to produce deliverables that are compatible with virtually all modern internet browsers without plug-ins and are editable with standard commercial tools, resulting in lower costs and greater accessibility. This RFI is solely for information gathering and planning and does not constitute a solicitation or a commitment to award a contract. NAWCTSD intends to proceed on a sole-source basis with the current contractor, Logistic Services International, Inc. (LSI), who originally developed the courseware, but is exploring whether other qualified firms could fulfill this requirement. The program will complete the courseware conversion including the question and answer database critical for training use, supporting training environments such as those at the Center for Naval Aviation Technical Training and Marine Medium Tiltrotor Training Squadron 204. Potential respondents are encouraged to provide detailed information about their capability to perform this conversion, including business size and subcontractor arrangements, especially in light of recent changes to subcontracting limitations that could benefit similarly situated entities. The NAICS code assigned to this effort is 541330, with a size standard of $41.5 million. Responses must be unclassified and include company specifics such as CAGE code, DUNS number, and points of contact, and must be submitted within 15 days from the RFI posting date. The government assumes no responsibility for any costs incurred in preparing responses, and proprietary information will be handled accordingly. Firms interested in subcontracting opportunities may also engage directly with LSI’s subcontracting program. All communication and responses are directed to NAWCTSD contract specialists.

The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to negotiate and issue a contract to Logistic Services International, Inc. (LSI), on a sole-source basis to convert the final 130 hours of the current Marine Corps and USAF V-22 Pilot, Enlisted Aircrew and Maintenance courses of instruction from Flash Based Kreus SCORM courseware software baseline to a Commercial of The Shelf (COTS) Adobe Captivate HTML5 SCORM based courseware format. The contracting action will provide the government with courseware in the Hyper Text Markup Language version 5 (HTML5) format. This format will be deployable on virtually any modern internet browser without the need for additional plug-ins and will be editable using COTS editors, at a significantly lower cost. To meet the government's minimum needs, this action is being awarded on a sole-source basis to LSI in accordance with the statutory authority permitting Other Than Full and Open competition under Title 10 U.S.C. 2304 (C)(1), as implemented by FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. LSI is the only known responsible source that possesses the unique capability inherent with its proprietary development approach utilizing the Kreus authoring tool. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen (15) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
