Preventative and Corrective Maintenance of All Refrigeration Equipment at Halifax and Ketch Harbour Site

The National Research Council Canada is seeking a contractor to provide professional preventative and corrective maintenance for all refrigeration equipment at two locations: 1411 Oxford Street in Halifax and the Marine Research Station at 270 Sandy Cove Road in Ketch Harbour, Nova Scotia. The scope of work encompasses a wide array of equipment, including air conditioning systems, heat pumps, vacuum pumps, air compressors, air dryers, centrifuges, fresh and salt water chillers, Conviron controlled environment chambers, ultra-low freezers, and cryogen systems. Key deliverables include bi-monthly preventative maintenance inspections and bi-annual seasonal service for a 125 TON TRANE SERIES chiller, with specific deadlines for spring start-up by May 15th and fall shut down by October 15th. The contract is structured for an initial term of two years from the date of award, with the option for up to five additional one-year extensions at the discretion of the government. Award is based on the lowest evaluated price among bidders who meet all mandatory technical criteria. These requirements include prior experience in laboratory or research facility maintenance and the provision of three licensed refrigeration technicians with Interprovincial Red Seal qualifications and Ozone Depleting Substances handling certifications. Additionally, at least one full-time technician must be factory-trained to maintain Conviron, Revco, and Ingersoll-Rand equipment. Proposals must be submitted electronically by September 23, 2026, with technical and financial offers provided as separate attachments to avoid disqualification.
