The government is seeking to identify potential sources capable of providing a building automation control system with performance equal to the Johnson Controls Metasys system. Crucially, the system must provide seamless connectivity to the existing Metasys system currently serving the main hospital in Building 2080. This is a sources-sought notice for market research purposes and does not constitute a request for proposals or a binding contract. Interested respondents must submit detailed technical data, a completed company information attachment including CAGE and NAICS codes, and bonding capacity details to the designated points of contact by October 30, 2026, at 3:00 PM ET. Submissions are limited to five one-sided pages and must exclude company brochures. The government is evaluating a wide range of business sizes, including various small business categories and large businesses, to determine if alternative products can meet these specific operational and integration requirements.

NASA/GSFC has a requirement for Preventative Maintenance of Cleanroom HVAC Control Systems in the Detector Development Laboratory (DDL) at NASA-GSFC. NASA/GSFC intends to purchase the items from Honeywell Building Solutions because the HVAC Control Systems are of a proprietary nature, including the hardware and software built by Honeywell. Therefore there are no other suppliers/servicers available to provide the spare parts, software upgrades, and maintenance services needed. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 p.m. local time on 08/09/2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
