Preventive Maintenance Agreement - Utility Vehicles

This contract is a 100% Small Business Set-Aside for a Firm Fixed-Price Preventive Maintenance Agreement for utility vehicles supporting Marine Corps Installations, specifically Marine Helicopter Squadron One (HMX-1) at Marine Corps Air Facility Quantico, Virginia. The solicitation, issued under number M00264-26-Q-0015, requires full-time Intermediate-Level maintenance services for eight slow-moving utility vehicles, including scheduled preventive maintenance, diagnostics, inspections, and repairs using OEM parts, manuals, and approved procedures. The work must comply with OEM standards and the attached Performance Work Statement, with all services performed between 0800 and 1600 Monday through Friday, excluding federal holidays. Technicians must have at least two years of experience in utility or light-duty vehicle maintenance and be trained in OSHA safety, lockout/tagout procedures, and proper tool usage. All personnel accessing the installation require a DoD Common Access Card or registration in the Defense Biometric Identification System, and contractor vehicles must meet base registration and insurance requirements. The contract has a twelve-month base period followed by four optional twelve-month periods, with performance starting at the time of award. Evaluation is based on a best value determination where non-price factors—technical capability and past performance—are significantly more important than price. Technical capability requires submission of manufacturer names and part numbers for all items, while past performance must be documented as satisfactory through the Supplier Performance Risk System. Award will be made to a responsible small business that meets all pass/fail gates and provides the best overall value. The contractor must submit payment requests and receiving reports via Wide Area Workflow using the specified DoDAACs, and all preventive maintenance reports must be delivered to the Technical Point of Contact within three business days of completion, including PM stickers affixed to each vehicle. The contract incorporates numerous FAR and DFARS clauses, including prohibitions on trafficking, forced labor from Xinjiang, business with the Maduro regime, cybersecurity requirements for defense information, sustainable procurement, and security certifications, all underpinned by strict System for Award Management compliance, with deviations applied to multiple clauses effective February 2026.
