The National Oceanic and Atmospheric Administration (NOAA) is soliciting firms to fabricate and deliver printed circuit boards for the Radar Operations Center in Norman, Oklahoma under a firm fixed price contract designated as a total small business set-aside under NAICS code 334418. The solicitation requires vendors to provide one first article unit and 220 production units of a dither circuit PCB, fabricated using Gerber files, a bill of materials, and schematics provided by the government. All manufacturing must occur within the United States, and products must meet IPC-A-600 Class 2 inspection standards. The first article must be delivered within 90 days of contract award to the specified Norman location, and its approval is mandatory before production can proceed; failure to meet timelines or technical requirements constitutes a default. All costs related to first article testing, including re-submissions following disapproval, are the contractor’s responsibility, and production prior to approval is at the contractor’s sole risk. The government may conduct supply chain risk audits and retain the right to waive first article testing if similar items were previously accepted. Contractors must be currently registered and active in the System for Award Management (SAM) with a valid Unique Entity Identifier (UEI) and must submit a statement confirming their small business status under the applicable NAICS code. Proposals must be submitted via email to abigail.green@noaa.gov by June 19, 2026, at 12:00 p.m. Eastern Daylight Time, and faxed submissions are not accepted. Offerors are required to complete specific blocks on the solicitation form and provide details for two to three past performance references. The evaluation will be based on best value with technical compliance serving as a pass/fail gate, and award will go to the lowest priced offer that meets or exceeds requirements. Payment must be requested electronically through the Treasury’s Invoice Processing Platform (IPP), and invoices require a copy of the invoice as an attachment. Contractors must comply with applicable laws, including Buy American, anti-trafficking, and debarment provisions, and must disclose any organizational conflicts of interest. Additionally, contractor employees must identify both themselves and their company in all communications with NOAA, and facility access outside normal business hours requires written approval.
