Solicitation PC-11-Q-009 is a 100 percent small business set-aside request for quote for commercial lithographic printing services to produce approximately 67,000 recruitment catalogs for the Peace Corps. To be eligible, offerors must be registered in the Central Contractor Registration, hold Forest Stewardship Council certification, and be located within 120 miles of Peace Corps Headquarters in Washington, D.C. to facilitate critical press sheet inspections. The project requires a sheet-fed press, as web press printing is explicitly prohibited. Proposals must be submitted electronically in two separate volumes: a technical proposal covering capacity, approach, and past performance, and a pricing proposal providing firm fixed price quotes for quantities of 60,000, 65,000, and 70,000 copies. The selected vendor must deliver draft proofs within five days of receiving print files and the final product within four weeks of proof approval. Evaluation will be based on the government's determination of the most advantageous offer, considering technical capability, cost reasonableness, and the quality of similar past performance.
