The U.S. Navy’s Fleet Readiness Center East requires an annual maintenance agreement for the ZEISS Prismo Ultra CMM and its associated CALYPSO software, with the contract to be awarded solely to Carl Zeiss Industrial Quality Solutions, LLC under the Federal Acquisition Regulation’s sole source provision, as no other supplier can meet the technical and operational demands of the system. The maintenance package includes certified annual calibration, software maintenance, and emergency repair services that rely exclusively on proprietary ZEISS tools, factory-trained technicians, and original manufacturer parts to ensure the precision and reliability of the coordinate measuring machine, which is critical to the organization’s quality assurance mission. Any alternative service would risk system performance, compromise measurement accuracy, and lead to prohibitive downtime or repair costs. This notice is a sole source intent, not a solicitation for competitive bids, but responsible sources may submit capability statements within two calendar days of publication to challenge the non-competition determination. All submissions will be reviewed solely to evaluate whether a competitive procurement is feasible. The requirement is tied to solicitation number N68520-26-SIMACQ-JC00000-0114, with a response deadline of July 26, 2026, and the point of contact is Kara Ridgell at the U.S. Navy. The equipment will be maintained at the Cherry Point, North Carolina location under a NAICS code for industrial machinery repair and maintenance.

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Carl Zeiss Industrial Quality Solutions, LLC. 6250 Sycamore Lane North, Maple Grove, MN 55369 (Cage Code: 9DRR4) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

The Fleet Readiness Center East (FRCE) has a requirement to secure an annual maintenance agreement (Carl Zeiss Care Complete Package or equivalent) to provide certified annual calibration, a Software Maintenance Agreement (SMA), and emergency parts repair services. The Fleet Readiness Center requires continued software maintenance and hardware calibration for the ZEISS Prismo Ultra CMM and its associated CALYPSO software. This system is an integral part of the organization's quality assurance environment, providing essential capabilities for precise 3D coordinate measuring. The calibration and maintenance services require proprietary ZEISS software tools to access diagnostic data and make necessary software corrections to the machine's controller. Furthermore, only certified ZEISS technicians receive ongoing factory training, regular technical updates, and direct access to original manufacturer’s parts required to maintain the equipment in optimal condition and ensure it meets factory specifications. Therefore, only the brand-name ZEISS service can meet the Government's requirements without risking mission-critical equipment and incurring significant repair costs. For this reason, the government intends to procure these products on a sole source basis from Carl Zeiss Industrial Quality Solutions, LLC. (CAGE Code: 9DRR4).

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within two (2) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.

Point of contact for this requirement is Kara Marie Ridgell at kara.m.ridgell.civ@us.navy.mil.
