AI Contract Overview
The United States Coast Guard plans to award a sole source contract to TechOp Solutions International, Inc. for privacy and FOIA support services to cover a three-month period. This short-term contract is necessary because the current contract for the same services is undergoing recompete, and the new contract will not be in place by the end of the current contract's performance period, potentially causing an interruption in service. TechOp Solutions, as the incumbent contractor, is uniquely qualified to continue providing these services seamlessly without a transition period, ensuring continuity until the re-competed contract is awarded. The contract is being solicited under specific FAR regulations, and while responses from other interested parties are welcome within two days of the notice publication, the government reserves the right to proceed without competition based on those responses. This solicitation represents a combined synopsis/solicitation for commercial services under FAR Part 12 and constitutes the only official solicitation for this requirement. The contract falls under NAICS code 541611 and will be administered by the Department of Homeland Security’s Headquarters Contract Operations office located in Washington, D.C. The point of contact for this procurement includes Paul Mantell and Patricia Willett, who are available for queries during the solicitation period, which closes on March 2, 2026. The primary purpose of this contract is to ensure uninterrupted privacy and FOIA support capabilities for the Coast Guard during the transition to a new, competitively awarded contract.

Full Description
The United States Coast Guard intends to award a sole source contract to TechOp Solutions International, Inc. for privacy and FOIA support services. The anticipated period of performance for this contract is three (3) months. This requirement is being solicited under FAR 12.202/6.103-1. The rationale for this sole source acquisition is that the existing contract for the same services is in the process of being re-competed, but a new contract won’t be awarded by the end of the period of performance, which will result in a gap in services. The subject three-month contract is intended to bridge this gap. As the incumbent contractor, TechOp Solutions, is the only source with the ability to maintain the level of services required without a transition period until the competed contract is awarded. Interested parties may identify their interest and capability by responding to this requirement within 2 days of publication of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
This is a combined synopsis/solicitation for commercial services prepared in accordance with Part 12. This announcement constitutes the only solicitation.
