The Department of Homeland Security’s Office of Procurement Operations has issued an amendment to a pre-solicitation notice for the procurement and deployment of an autonomous biodetection system known as the Gen 3 BioWatch. This solicitation invites private firms to submit proposals but explicitly restricts National or Government laboratories, Federally Funded Research and Development Centers (FFRDCs), and foreign entities from participating either as prime contractors, subcontractors, or in teaming arrangements. This limitation ensures that only private firms without affiliations to governmental research centers or foreign participants can compete for the award. Additionally, the government will not provide Government Furnished Property to the contractors who may be awarded a contract under this solicitation. The anticipated solicitation, under the solicitation number HSHQDC-09-R-00045(D), was expected to be issued by April 30, 2009, with work to be performed in Washington, DC. It aims to acquire and deploy the Gen 3 BioWatch system, classified under NAICS code 541330. The contracting officer in charge is Wanda E. Moorman. The Department of Homeland Security emphasizes that issuance of the final solicitation or contract award is not guaranteed. This contract opportunity is managed by the Contract Administration Services Division and targets private sector firms specialized in autonomous biodetection technologies to enhance bio-surveillance capabilities.
