This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-11-G-JQ72 Crane Division, Naval Surface Warfare Center intends to issue a modification to Basic Ordering Agreement (BOA) N00164-11-G-JQ72 on a sole source basis to FLIR Systems, Inc, 27700 SW Parkway Avenue, Wilsonville, OR 97070-8238 for the repair, production, engineering services, maintenance, and upgrade of the for the Star Safire III™ Gyro-stabilized Long-Range Thermal Imaging Sensor System, the THV3000™ Pan and Tilt Long-Range Thermal Imaging Sensor Systems. These systems provide surveillance capabilities to forces on the ground. The anticipated total value of this action is 12,400,000 US dollars. The BOA will be placed in accordance with the statutory authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The period of the BOA is for two years. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency’s requirement through any other source. This synopsis is issued to advertise the BOA and requirements that will be met through orders placed under the BOA for a one year period.
