Procurement for Connecting Link, RIG

The Department of the Army is seeking to establish a five-year, Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity contract for the procurement of Connecting Link Rigs (NSN 3040-01-287-2438, P/N 70400-08151-061) used in the BE UH-60 Blackhawk helicopter. The contract requires a minimum of 400 units and a maximum of 2,400 units, with delivery scheduled at a rate of 30 units per month. First Article Testing is mandatory, and the production lead time, including FAT, is approximately 700 days after contract award. The items are classified as Critical Safety Items and are non-commercial, with delivery FOB Destination. The government currently lacks sufficient data rights and proprietary information to source these items from multiple suppliers, limiting competition to contractors with access to the technical data from Sikorsky Aircraft Corporation and PCX AeroSystems – Manchester, LLC. Interested offerors must demonstrate their authorization to use this proprietary data and submit capabilities statements accordingly. The procurement will follow FAR Part 15 procedures, with proposals to be submitted via email by December 19, 2024, and no initial responses accepted by fax or hard copy.
