Full Description

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a Sole Source, Firm-Fixed-Price (FFP) purchase order using Simplified Acquisition Procedures (SAP) to Schweitzer Engineering Laboratories (SEL), for the procurement of Large-Deck Amphibious Assault Ships 4160V Switchboard protective relays in support of the 4160V Switchboard MFMD Control and Safeties monitoring. SEL is the original manufacturer of the required supplies. The NAICS code is 335314 with a size standard of 750 employees. The Product Service Code (PSC) for this effort is 5963. Pursuant to 10 U.S.C 2304(c)(1), SEL is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. SEL is the Original Equipment Manufacturer (OEM) of the required items that are intended to be spare parts for currently installed 4160V Switchboards that are reaching end of life. Any other device would not be able to integrate with the system without major engineering changes in system design. The proposed award and resulting contract modifications are for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
