Procurement of development viability training and bespoke support for Local Planning Authorities

The Improvement and Development Agency for Local Government (IDeA) is seeking a qualified development viability expert under solicitation LG-05232 to design and deliver a modular online pilot training programme for local planning authorities in England. The primary objective is to enhance the confidence and capability of officers in applying viability considerations during plan-making and decision-making processes. Key deliverables include the creation of high-quality reusable learning resources, the implementation of a train-the-trainer approach, comprehensive monitoring and evaluation, and optional bespoke viability support for council officers and elected members. The contract is reserved for UK suppliers, with particular suitability for small and medium-sized enterprises and voluntary, community, and social enterprises. The estimated value of the project is 170,000 GBP excluding VAT, with a primary performance period from November 2, 2026, to March 31, 2028, and a possible extension to December 31, 2028.
