Notice of Intent to Award a Sole Source

The Marine Forces Reserve (MARFORRES), New Orleans, proposes to enter into a firm fixed price purchase order on a basis of other than full and open competition under statutory exceptions in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements, and under the authority of FAR 13.5, Test Program for Certain Commercial Items. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is NOT a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to make award to Innovative Logistics Support Services Corp. (ILSS), 3701 Canal Street, New Orleans, LA 70119-6101, (504) 485-0977. This effort is being awarded as a three-month bridge contract to the incumbent, ILSS, to prevent a lapse in services while a Government Accounting Office (GAO) decision of a protest for a competively awarded contract is being rendered. The period of performance is 01OCT2014 through 31DEC2014. The bridge contract will be awarded no later than 30SEP2014. The overall objective is to acquire commercially available knowledge-based management support services to include financial, programmatic and technical services in support of MARFORRES General Staff Sections, Special Staff Sections, and Major Subordinate Commands in accordance with the attached Performance Work Statement (Attachment 1).
