PRODUCTION LOT TESTING

This contract specifies the procurement of two nickel-cadmium, wet, discharged, vented battery assemblies with a Type II shelf life of 60 months, extendable under specified conditions. All components must comply with Qualified Products Lists or Qualified Manufacturers Lists as defined in procurement note H02, and only suppliers qualified on the applicable QPL/QML may be used. The batteries must conform to MIL-PRF-81757D Revision D and related technical documentation, with production lot testing conducted at a government facility and requiring final approval prior to shipment. Testing samples are excluded from the contract quantity, and no lots may be released until all acceptance criteria are met. Packaging, marking, and shipping must adhere to MIL-STD-2073-1E, MIL-STD-129R, and MIL-STD-130N, with special labeling for Type II shelf life and DLA packaging requirements. Hazardous material handling is governed by OSHA’s Hazard Communication Standard, requiring submission of Safety Data Sheets and compliant labels prior to award, along with employee training. Mercury or mercury-containing compounds are prohibited except in specific functional applications like batteries, which must include a secondary containment boundary as per NAVSEA 5100-003D. The contract mandates ISO 9001 compliance as of the contract date and requires delivery FOB destination within 170 days, with zero variance allowed in quantity. The sole point of inspection and acceptance is at origin, with delivery directed to a designated DLA warehouse in Tracy, CA. A separate line item is included to fulfill production lot testing obligations, though it carries no quantity or delivery date.
